Early Intervention Service Coordination Program for Children Birth to Age Three With Developmental Delays and Disabilities. Under contract with the City of Philadelphia’s Department of Behavioral Health and Intellectual disAbility Services (IdS), PHMC administers the ChildLink/Philadelphia County Program. ChildLink/Philadelphia County provides Service Coordinators who help children, from birth to age three who have developmental delays or disabilities, and their families living in Philadelphia obtain supports and services.
